Philippine authorities are bracing for another storm as the toll from rain and floods from a weekend typhoon rose to 246 dead. Weather forecasters said a new storm forming in the Pacific Ocean was likely to enter Philippine waters on Thursday and make landfall later in the week on the northern island of Luzon, just like Saturday's Typhoon Ketsana. Ketsana dumped more than a month's worth of average rainfall on Manila and surrounding areas in one 24-hour period. The Philippine government has come in for scathing criticism for its response to the disaster, with many calling it inadequate and delayed. Authorities estimated damage from the storm so far at around US$98 million. More than 1.9 million people were affected and 375,000 had abandoned their homes and taken refuge in evacuation centres. More than 3,000 houses were either damaged or destroyed. The death toll could rise further once reports come in from remote areas. Dozens remained missing and feared dead, disaster officials said.

MANILA, Philippines – The Philippines went on high alert Thursday as a “super typhoon” threatened to unleash more devastation for millions of people already struggling to recover from deadly floods that claimed 277 lives.
Typhoon Parma (Philippine codename: Pepeng) was gaining strength as it churned towards the Southeast Asian nation and was expected to dump more heavy rain on areas still reeling from the weekend floods that forced nearly 700,000 people into evacuation camps.
"We are dealing with a very strong typhoon, so we should be at the highest level of preparedness," weather bureau spokesman Nathaniel Santiago said, amid forecasts the typhoon would make landfall on Saturday.
"There is a possibility that this will become a super typhoon."
The government defines a super typhoon as one with winds reaching 175-200 kilometers per hour (110-125 miles per hour) with the potential to cause heavy damage.
While Parma is likely to bring less than half the rains of Saturday's tropical storm Ketsana (Philippine codename: Ondoy), it was expected to compound flooding in Manila, parts of which remain submerged due to blocked drainage systems.

MANILA, Philippines -- The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said it could raise public storm signal number 4 over Northern Luzon Friday night if Typhoon "Pepeng" continued to strengthen in its current track.
According to PAGASA Director Prisco Nilo, storm signal number 4 means winds of up to 185 kilometers per hour over a region.
"Its possible that we will have to raise storm signal number 4 over Northern Luzon by Friday around 11 p.m.," Nilo told reporters Thursday.
Not since supertyphoon Reming in 2006 has storm signal number 4 been raised over any part of the country.
Nilo said Pepeng could reach the category of supertyphoon at 215 kilometers per hour or more by Friday noon or afternoon. "But this could change. It may still slow down, weaken or become stationary."
As of 4 p.m. Thursday, the eye of Pepeng was spotted 440 kilometers east of Catarman, Northern Samar. It is packing maximum sustained winds of up to 230 kilometers per hour and moving west northwest at 24 kilometers per hour.

'Pepeng' weakens slightly, to hit Northern Cagayan
MANILA - A slightly weaker Typhoon Pepeng (international codename Parma) continues to slow down and has shifted course slightly, threatening to make landfall in Northern Cagayan instead of Aurora-Isabela by Saturday evening, weather bureau PAGASA said Friday.
PAGASA chief weather forecaster Nathaniel Cruz said the typhoon hit its maximum strength of 195 kilometers per hour while at sea but has weakened slightly.
"It is still a strong typhoon. It is now packing sustained winds of 175 kilometers per hour and gusts of up to 210 kph," Cruz said in a press briefing.
As of 11 p.m., the center of the storm was spotted 100 km north northeast of Virac, Catanduanes or 380 km southeast of Aparri, Cagayan.
Storm Signal No. 3 remains hoisted over Catanduanes while Signal No. 2 is hoisted over Cagayan, Isabela, Aurora, Quirino, Northern Quezon, Polilio Islands, Camarines Norte and Camarines Sur.
Storm Signal No. 1 remains in effect in Batanes, Calayan, Babuyan Group of Islands, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Nueva Viscaya, Benguet, La Union, Pangasinan, Tarlac, Nueva Ecija, Zambales, Bataan, Pampanga, Bulacan, Laguna, Batangas, Cavite, Rizal, Rest of Quezon, Marinduque, Albay, Burias Islands, Sorsogon and Metro Manila.

MANILA - Cagayan province was in "chaos" due to violent winds and tremendous rains that hit the province after Typhoon Pepeng (international codename Parma) made landfall around 3 p.m. Saturday, officials said.
Aileen Torres, administrator of the Philippine National Red Cross in Cagayan, said their 140 volunteers have sought shelter after reporting that several areas were "very hard to penetrate."
"[Everything] was in chaos. Branches all over area scattered in several places. Power supply was cut off," Torres told ANC as she described the situation in the province.
Chito Castro, head of the Office of Civil Defense in Cagayan Valley, said the typhoon was blowing "very, very strong winds" over the province.

(Updated 8:37 p.m.) Landslides buried two families in the Philippines as they sheltered in their homes from Asia's latest deadly typhoon, which killed at least 16 people and left more than a dozen villages flooded Sunday.
Typhoon "Pepeng" (international name: Parma) cut a destructive path across the northern Philippines but spared the capital, Manila. By Sunday afternoon, it was headed toward Taiwan, where troops were evacuating villages in its path.
The National Disaster Coordinating Council (NDDC), in its 4:00 pm report, has so far confirmed 14 of these deaths - 12 in Benguet and two in Bicol.
At least three were reported injured, including one in Kalinga and two in Benguet. Two people remained missing, including 13-year-old Amadeo de Vera from Pangasinan and one from Benguet, according to the NDCC.
The NDCC also reported a power blackout in the western part of Mountain Province, and province-wide blackouts in Apayao, Kalinga, Abra and Ifugao.
It also cited data from the Department of Public Works and Highways that 29 road sections and bridges were rendered impassable due to fallen trees and electric posts, landslides, washed-out embankment, flooding and swollen rivers.

Flooding reported in Laoag, Vigan
MANILA - Disaster officials on Monday said more than 70,000 people in 19 towns in Ilocos Norte including Laoag City were affected by heavy rains and winds brought on by typhoon Pepeng (international codename Parma) over the weekend.
Initial reports from the Regional Disaster Coordinating Council (RDCC) said around 15,000 families or a total of 72,192 people in the region have been affected by the storm. Authorities said a five-year-old child remains missing after being swept by a flood in Vintar, Ilocos Norte.
Weather bureau PAGASA said Monday "Pepeng" has weakened further into a tropical storm even as it continued to dump more rains in Laoag City.
"It is almost not moving as it was sighted 230 km northwest of Laoag. We expect it to remain stationary for the next three days," PAGASA weather bureau chief Nathaniel Cruz said in a press briefing.
Cruz said "Pepeng" dumped an estimated 402.6 mm of rain in Laoag City, Ilocos Norte in a 24-hour period (8 a.m. October 4 - 8 a.m. October 5).
The storm also dropped 417.3 mm of rain in Vigan, Ilocos Sur during the same period.
Cruz said this underscored the hazardous effects of a storm that remains stationary.
The weather bureau said the storm will continue to bring stormy weather in extreme northern Luzon particularly in Ilocos Norte.
On the other hand, it said a new typhoon named Melor (local name Quedan) is expected to enter the Philippine area of responsibility by noon Monday. The new typhoon is packing maximum sustained winds of 205 kilometers per hour and gusts of up to 250 kph.
Public Storm Signal No. 2 is in effect in Ilocos Norte while Storm Signal No. 1 is hoisted over Ilocos Sur, Abra, Apayao, Batanes Group of Islands, Northern Cagayan, Calayan Islands and Babuyan Islands.

At noon, Typhoon Parma was centred about 310 kilometres south-southwest of Gaoxiong. It is forecast to be slow moving and linger over the seas north of Luzon. Meanwhile, Super Typhoon Melor was centred about 1140 kilometres southeast of Okinawa. It is forecast to move west-northwest at about 28 kilometres per hour in the general direction of the seas east of the Philippines.

After "Ondoy," "Pepeng" and "Quedan," about four to six more cyclones are due to enter Philippine territory in the last three months of 2009, the Philippine Atmospheric Geophysical and Astronomical Services Administration said Monday.

Earlier, Cruz said Melor is keeping tropical storm Pepeng (international name: Parma) over Northern Luzon and preventing it from leaving Philippine territory.
He said Melor is expected to re-curve northward upon entering Philippine territory and head for Japan. Once Melor leaves Philippine territory, Pepeng may eventually follow suit, he said.
"Pag alis ni Melor dito sa area of responsibility, unti-unting susunod si Pepeng papunta na rin ng bansang Hapon. Pero di biglaan yan, parang start uli ang makina ni Pepeng, parang unti-unti gagalaw siya sa northeast direction," he said.

MANILA - After hovering over South China Sea for 2 days, Typhoon “Pepeng” has again made landfall over the northern tip of Luzon, almost retracing its steps back to Ilocos Norte.
The state weather agency, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), in its 10:45 p.m. bulletin Tuesday, said “Pepeng” was located 40 kilometers north northwest of Laoag City as of 10 p.m.
The typhoon maintained its maximum sustained winds of 105 kilometers per hour near center and gustiness of up to 135 kph.
PAGASA said it forecasts the typhoon to move south southeast but slowly.
It estimates Pepeng to be 40 kilometers east of Laoag City by Wednesday evening; 20 kms off the coast of Vigan, Ilocos Sur by Thursday evening and 110 kms West of Vigan in Ilocos Sur province by Friday evening.
Due to its sustained strong winds, Public Storm Signal No.3 remains hoisted over Ilocos Norte, Northern Cagayan, Babuyan and Calayan Islands, Apayao, Kalinga, Abra and Ilocos Sur. Signal No. 2 is raised over Batanes Group of Island, Rest of Cagayan, Mountain Province, Benguet and La Union while Signal No. 1 is hoisted over Isabela, Ifugao, Nueva Vizcaya and Pangasinan.
The state weather agency reiterated its advise that residents in low-lying areas and near mountain slopes under storm signals to take all the necessary precautionary measures against flashfloods and landslides.
It also alerted those living along the coast in areas under Storm Signals No. 3 and 2 to look out for big waves that would be generated by the typhoon.

MANILA - Typhoon Ramil (Lupit) is expected to make landfall over Cagayan province on Sunday morning, not Friday night or Saturday as earlier projected, the weather bureau reported Friday.
"Ramil is expected to move closer to extreme northern Luzon and again possible landfall, again naga-adjust po tayo, instead of tonight or early tomorrow, dahil sa halos hindi siya kumikilos, ay Sunday morning," the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) operations chief Nathaniel Cruz reported in a press briefing Friday.
In its 11 a.m. weather bulletin, PAGASA said Ramil has maintained its strength and remains almost stationery over the northern tip of Cagayan province.
"We want to emphasize na yun pong pagbagal ni Ramil ay patuloy na nararanasan dito sa probinsiya ng Cagayan at ng Ilocos Norte," Cruz said.
PAGASA said residents living in these provinces continue to fear Ramil, whose center remains stationery over Cagayan.
"But again, due to the interaction of Ramil o yun pong epekto ng kalupaan dito sa Luzon, posibleng makapaghina dito kay Ramil at yung tinatawag nating pagpasok ng tuyo at malamig na hangin na nanggagaling sa hilaga nitong si Ramil ay makakadagdag sa posibleng paghina pa sa mga susunod na oras," Cruz said.

"Ramil is expected to move closer to extreme northern Luzon and again possible landfall, again naga-adjust po tayo, instead of tonight or early tomorrow, dahil sa halos hindi siya kumikilos, ay Sunday morning," the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) operations chief Nathaniel Cruz reported in a press briefing Friday.
In its 11 a.m. weather bulletin, PAGASA said Ramil has maintained its strength and remains almost stationery over the northern tip of Cagayan province.
"We want to emphasize na yun pong pagbagal ni Ramil ay patuloy na nararanasan dito sa probinsiya ng Cagayan at ng Ilocos Norte," Cruz said.
PAGASA said residents living in these provinces continue to fear Ramil, whose center remains stationery over Cagayan.
"But again, due to the interaction of Ramil o yun pong epekto ng kalupaan dito sa Luzon, posibleng makapaghina dito kay Ramil at yung tinatawag nating pagpasok ng tuyo at malamig na hangin na nanggagaling sa hilaga nitong si Ramil ay makakadagdag sa posibleng paghina pa sa mga susunod na oras," Cruz said.
PAGASA's 11 a.m. weather bulletin stated that as of 10 a.m., typhoon Ramil was spotted 110 kilometers east of Aparri in Cagayan.
Ramil has maximum sustained winds of 120 kilometer per hour (kph) near the center and gustiness of up tO 150 kph.
Public storm warning signal no. 3 is still up in the Batanes Goup, Cagayan, Calayan Island, Babuyan Islands, Apayao and Ilocos Norte.

I'm a DIRECT Ondoy and Santi victim. Santi is more powerful, but milder effect. On the other hand, Ondoy is weaker, but the experience is extremely horrible. I'll give the details soon.

INOL has a small relief program going on, leading by SuperD, Touch and Vox. Unfortunately, this is only in Ilocos Norte and not somewhere close to you. But let's continue to pray for one another as we go through these calamities of mother nature!

Ayos na kami, pero hanggang ngayon di pa kami tapos maglinis ng bahay (pero malapit na). It's almost a month and a week since Ondoy drenched our community with 7 FEET OF MURKY AND MUDDY FLOODWATERS!!! It has been compared to the Ormoc tragedy.
