RP CORRUPTION NOT BAD
PRESIDENT Arroyo on Wednesday played down the global report on corruption where the Philippines was ranked as one of the most corrupt countries in the world.
Many Asian countries were also ranked as some of the most corrupt according to the Transparency International listing.
The President said the report on perceptions of corruption did not take into consideration actions taken by Asian governments, especially the Philippines, to minimize if not eradicate corruption.
?We may not have breached the level of perceptions on corruption in our country, but we are surely doing something about it, which is not reflected in the report,? the President said.
The country shared the 92nd slot with Pakistan and six other nations with just 2.5 points out of a perfect score of 10, which means being ?highly clean.?
President Arroyo said with the recent reforms being imposed by the government, corruption in the bureaucracy is starting to fall down.
?Our revenue agencies are registering increases in collections. The drive for good governance is inexorably moving forward,? she said.
She expressed confidence that positive results of the reforms and lifestyle checks would soon be reflected and we are confident it will eventually have an influence on corruption perceptions on the Philippines.
Transparency International?s recent report showed that only Singapore, Hong Kong and Japan were among the few who are on the top 21 of least corrupt nations out of 133 polled in its annual survey.
Bangladesh scored 1.3 out of 10 just edging out Nigeria.
Myanmar, ranked 129 and Indonesia, 122, also had rankings of less than two out of 10, which mean that corruption was ?pervasive? in those countries.
Vietnam got a score of 2.4; India, 2.8 points; and Thailand, despite a booming economy, got a score of 3 falling on the 70th position.
China and Sri Lanka were on the 66th slot with 3.4 points, South Korea got 4.3 and Malaysia with 5.2 points on the 37th position.

The Philippines is still the banana republic that it was several decades ago - "sagging economy" it was kiddingly called. It has not made any considerable progress the way Singapore, Taiwan, South Korea, Japan, and Thailand have made. And yet the Philippines was the first to have a jump-start right after the second world war. Vietnam is now on its way to economic progress and the Asian Giant which has been sleeping for centuries - China, is now the new melting pot. It is absorbing most of the US factories that have relocated due to high cost of production.
One wonders, why can't the Philippines do that? The answer is: it could have done that long, long time ago but the problem is, whenever negotiations like these take place, some people in high places in the government ask for "grease money" first before any agreement gets finalized. That kills the hen that lays the golden egg.
Something is wrong with the system.
The prevailing perception now is to get into politics not to serve your constituency but to enrich yourself to serve yourself. Look at many of those who are in power now, their assets have multiplied!
No amount of favorable surveys can cover up the truth. Neither can denials from high places.

Too much red tape.
Our politicos make it look like corruption is in their blood & veins.
It's a way of (political) life.
I wonder how much money is enough? It seems as though they have this insatiable hunger for wealth which drives them to corruption.
We are a third world country - the sad part is, we are right at the bottom of the list.
I am pathetic....

I respectfully disagree that dissolving the government will solve the corruption problem in the Philippines. If you dissolve the government there will be anarchy and the nation will be in state of lawlessness, confusion, disorder and chaos. This will lead to the the famous "Rule of the Jungle" survival of the fittest. I think it will be worst. What I believed to be the best solution is to reform the government and society. The nation as a whole must be willing to sacrifice and it requires honest and competent leaders in order to succeed. They must clean up all the Law Enforcement Agencies. Institute tougher laws to maintain peace and order.
The question is how many leaders have the courage to put aside their personal interest for the common good of the country? Are the people willing to take the challenge?

Anakin Skywalker, everybody is entitled to their opinion and I respect that. But again just like I said earlier If you abolish the government it just create more problems. Think about the regional divisions, divisions within the regions and different clans competing within a region. We are talking about the rich who has already established their power bases who want to dominate a region. What happen to the poor like us. Of course they will either try to stand and fight or succomb to the most powerful rich and be slaves. So I still believe that the chances are better If the People unite for the common good of the country. With the right people in the leadership positions, which I believe that there are still many of them out there If given a chance will make it happen. I think it's possible.

No worry my friend. If you disagree of one?s statement, that is fine to me. Everyone here is welcome to share his or her own beliefs. Remember that this forum is for exchange of ideas and opinions.
If somebody is saying that our government should be abolished is because of lost of trust, confidence, and hope.
For instance, many of our citizens do not pay their taxes because they do not TRUST the government. They are afraid of having their money being spent by other person who knows nothing but corruption. If they feel that the government is spending their money wisely in useful and practical projects, then the government can restore the trust of the people. In that way, the people have the CONFIDENCE to pay their dues, and then the government increases the collection of taxes.
And there was a survey that says -- to quote, ?I would rather die in foreign soil than starve to death in my own land.? -- which is quite true for people who loss their HOPE in the government. For example, more and more Filipinos leave their motherland just to go abroad in search for a greener pasture. As we all know, opportunity here is scarce. And the best Filipino minds are working abroad. If the government can find a way to create jobs or livelihood opportunities here, then we can no longer be confined to supplying labor and talents to other countries. Then the HOPE we aspire is just within our grasp.
TRUST. CONFIDENCE. HOPE. These, I believed, are the three important ingredients for the government to make a successful meal to achieve unity (as you said) and progress.

The problem is we are not disciplined, punctual and focused. And we always looks forward to eating: lunch, dinner, party; spend too much time watching TV(showbiz!), chatting, replying forum, emailing, texting, and the most obvious - SEX. Of course, there is a lot more. We are so stupid!
And why are many Filipinos stupid?
First, while nations all over the world want to learn English because they know they can be competitive only in English, many Filipinos want to downgrade English and mainly teach Tagalog in our schools.
Second, instead of upgrading the inferior quality of our educational system, they punish our students by prolonging it through a so called "bridge" program.
The solution is simply to improve, not to stretch or prolong it.
Third, Filipinos in droves studied such courses as "commerce" and other courses leading to white-collar jobs, while the Taiwanese and other nations pushed vocational courses. They have become "tiger" economies while the Philippines are in a perpetual rut.
Fourth, as Lee Kuan Yew said, when Filipinos make plans, they consider such plans already as an achievement, never mind the implementation.
Have we not noticed so many of our leaders screaming from the bottom of their belly to the root of their tongue about this strategy or that, and when their strategy is adopted as policy, they are not concerned if it is ever implemented at all?
Fifth, as Lee Kuan Yew also said, politics in the Philippines, with its focus on plans rather than on the implementation of plans, became the national parlor game and kept its economy at a very slow pace, while other nations which are now very progressive were minimal in politics but full-speed in industrial planning and implementation?
Sixth, Filipinos are indeed the stupidest people on earth because when they set a meeting at seven o'clock, some of them will arrive at eight o'clock, most at nine, thus adding the phrase, "Filipino time" to English vocabulary.
Seventh, Filipinos claim they take shower everyday, and keep their bodies clean. But step into a Filipino restaurant or hotel and chances are that its toilets are not working, or if working they are stinking, waterless and full of unflushed shit of various sizes, different shapes, assorted smells, many shades of color, texture and taste?
Eighth, even if Filipinos are now way behind most nations in national development, some still hallucinate that Filipinos are world-class, saved by such individual achievers as Manny Pacquiao, Lea Salonga, Patricia Evangelista, etc.
The greater truth is that we have never had any of the thousands of Nobel Prizes ` in physics, science, economics, literature ` that have been given out for decades.
Our best universities `Ateneo, La Salle, University of the Philippines ` rank only below 80 or 100 among the best institutions of learning in the whole of Asia, behind schools in Japan, China, India, Malaysia, Hong Kong, Singapore, Indonesia.
In other words, we cannot even rank higher than 80, or place in the 50s or 40s And yet we claim to be the most literate nation in Asia. We are full of yabang, and yet we are stupid.
Ninth, our canvassing of votes is the longest in the world, and yet the opposition wanted to make it 100 times longer by opening the election returns. Stupid, stupid, stupid.
Tenth, text message capabilities came to our land and we have become the text capital of the world ` not because of more communication owing to more industrial development, but because of a stupid addiction to text messages that are useless, banal, silly, meaningless, insipid, loquacious, unproductive, multiplying by the thousands the Filipino capacity for spit and tongue-wagging.
If we can weed out all these ten embarrassing fu***** b*t*** of us, then we can surpass the achievement of Japan and be the new superpower of Asia and the whole world.

If you run for President, I will vote for you. I hope you are the one that can make our country better. I hope you'll replicate Lee Kuan Yew or even beyond him. :wink:

Well said juVans. I think you have a better knowledge of the problems of the Philippines than I do. But I don't think we Filipinos are stupid. As for being a candidate for president I wish I can.

As far as I remember...nasa kinder pa lang ako, CORRUPTION was the first word I learned...wala na akong narinig kundi "corruption"...Mapa-Marcos, Ramos hanggaang kay Gloria na hindi ako...may corruption....Haay, cancer talaga ang corruption...Kahit mga good blood cells nadadamay. I just feel bad..kasi it is so hard to resolve this problem...
